Resource Support Agency (RSA) of NABARD

NABARD has appointed Mahashakti Foundation as an RSA to strengthen the functional capacities of FPO (Farmer Producer Organisation) and through their respective promoting institutions (POPI – Producer Organisation Promoting Institution). There are about 80 FPOs being targeted in a cluster-based approach. The FPOs are divided into 3 clusters, where in cluster 1, Mahashakti will work with the FPOs from Ganjam and Gajapati districts; Koraput, Nabarangpur, Malkangiri districts in cluster 2 and Rayagada, Kalahandi, Nuapada districts coming under the cluster 3.

Training programs are being conducted involving experts in FPO management in the three clusters and their progress on different indicators shared by NABARD is being mapped and monitored. In the next one year of the project period, Mahashakti will closely work with the FPOs and extend required hand-holding support to let them achieve the desired targets on time and become self-reliant.

In the training program the FPO functionaries were given orientation about those critical aspects required for establishing and managing a successful FPO. Some of the important areas covered during the training are:

Compliance: The role of CEOs in complying all the reporting related matters on or before time is important, that’ll help the FPC in avoiding the high penalties being charged by different regulatory entities. Documentations of all the process related matters required to be done and kept at the FPO office whenever there is an Audit or for own reference. The more an FPO adheres to the policies and procedures, the less/nil will be financial burden in the form of unnecessary penalties on the FPCs.

Marketing: FPO needs to keep track of the season-wise production and that to from what kind of land or nature of land. Monitor the month-wise production and the expenses incurred. FPO needs to work very strategically to understand the demand of their products, tapping the target markets, different modes of promotion and focus on showcasing their produce where footfall is high – product promotion areas like weekly haat, PHCs, etc. The FPO office bearers need to focus on networking with stakeholders and act smart while selecting the partners, traders, input suppliers etc. Other areas explained in the training programs like business expansion, productivity enhancement, resource mobilization (credit linkage) and how critical is the role of CEOs and they got to be proactive enough to guide and push the FPO on growth trajectory.
